Is it legal for an employer in Ohio to tell an employee that their pay has been cut due to performance in front of other non-HR employees?

Is it legal from a privacy standpoint, for a Manager to tell an employee, Sales Rep, that his salary was going to be reduced by 40% due to performance in front of a non-HR employee? The question is not about their right to reduce the salary, but is it legal to make the announcement in front of other employees that are not in HR?
