Is it inappropriate for an HR manager to discuss infractions of one supervisor's employees in front of a supervisor from another shift or to discuss these issues with her husband, just because he works at the same facility?

Supervisor had employee harassment issue. The HR manager continued conversation when another supervisor, (her husband), walked in without knocking, and HR manager discusses confidential information of other shift supervisors employees continuously.
