If an employer doesnt pay severance pay based on terms of termination letter, what can be done?

As part of a mass layoff I was terminated from my position. I signed the release the day of termination since I needed the money. My employer has failed to provide payment within stated time frame. They state they "meant to say" something different. I have financial obligations and depend on that payment.
