If an employee works their scheduled hours and doesn't make the required time at the end of the week can the employer force them to use their personal time or vacation time?

Our workers have been required to make at least 35 hours a week, but we work in an environment where that is not always possible. If they don't get their required 35 hours the employer forces them to use personal, sick or vacation time. Is this legal?
