I was serving as a provisional for 5 years do to no exam offered. I took the exam and passed and just became civil service. Does my provisional time count for my seniority?

I was promoted provisonally to a Supervisor 5 years ago. There was no exam offered for the title I was serving. I passed the exam and was made civil service. Does all this time count towards my senority? Does my start date go back to my original start date?
