I was laid off for a mass layoff/buyout due to covid 19 and entered the 2000180 code into the the Ohio Job and Family Services Claim. My employer recently paid me for my unused vacation time for three weeks and will also give me a lump sum severance based off of 17 weeks. (One week for each year, I was employed). I was told that I will not receive unemployment benefits for at least 20 weeks based off the combination of the unused vacation time and my severance package. If I don't get unemployment for at least 20 weeks, Can I be an independent contractor in the meantime and work a 1099 job such as a door dash driver?

Unless the agreement with your employer providing you severance restricts you from engaging in other employment or side gigs, yes, you are free to find new and additional work and compensation while receiving severance.
