I am on FMLA for severe sciatic pain, stage 3 breast cancer and anxiety. I have been on this since 2014. My supervisor is now telling only the people in our department that we can't go to the bathroom or I can't go there to rub on pain cream on my buttock

I am on FMLA for severe sciatic pain, stage 3 breast cancer and anxiety. I have been on this since 2014. My supervisor is now telling only the people in our department that we can't go to the bathroom or I can't go there to rub on pain cream on my buttocks except at scheduled breaks or she will start progressive discipline. We are not allowed out of our chairs and if we miss a call the same will happen. This only applies to her department. We have a company booklet with companies all over USA and this rule isn't in our booklet either. This doesn't apply to the other departments in my building with other supervisors. Is this legal? I live in Missouri.
