I am an auto technician who gets paid flat rate. My employer is requiring me to pay half of my trainee's weekly pay. Is that legal?

Auto technician at a dealership. I have a trainee/apprentice that works with me that I train. I get paid a flat rate for the hours I turn, not for the hours I am there. So if there is no work, I don't make any money. They are now requiring me to pay half of the trainee's weekly pay. Is that legal?
