HRA Laws

I was recently put on "indefinite layoff" from my job. At the time, I had an HRA account with approx $1,100 in it (i had 2 upcoming dr appts scheduled at the time). I was told that even though I am NOT terminated, I no longer had access to that money and that it would revert back to the employer. Can they take this away from me? I feel as if they've targeted the people with the larger accounts for layoff first. Please note that I am currently unable to pay for a consultation because of my layoff status. My apologies. Can you please clarify the laws regarding HRA accounts? Thank you in advance.
