Employment discrimination based on criminal record

My son is planning on moving to Kentucky to look for work. He was recently released from prison and therefore has a felony conviction. He is under the impression that the laws of Kentucky "favor" the convicted somehow in terms of less discrimination - employers not being allowed to ask about convictions on applications; criminal backgrounds not done, etc. Can you verify whether or not this assumption is true? In case in makes a difference; the felony was a sexual offense.
