Employer used an informal conversation as verbal resignation

I was kind enough to tell my supervisor that I may be leaving my position mid December. We had that conversation the middle of Oct. I stated that i would give a proper written 2 week notice. We looked at the calendar and pointed to a tentative date. My plans changed so I advised my supervisor and was informed that they were honoring my verbal resignation of the 21st and offering to extend it to Dec 31st. I was appalled because I never gave a formal resignation. Can they do that? Means i won't have a job. Would I be able to collect unemployment while I search for a new job?
