Employer does not pay personal time accrued if we don't show up to work in bad snow storms. Is this legal?

I have showed up for work during blizzards! I have a baby in daycare now and when the daycare closes, I have nobody to watch her. My employer will not pay me if I don't come to work. I have a lot of personal time but employer will not let us use our days. Is this legal?
