Does responding to a public RFP by a former employer's client violate non-solicitation?

I worked for a company and have a non-solicitation clause that lasts three years. They terminated my agreement with the them over a year ago. Now one of their clients has put out a rfp that I would like to respond to. Can I respond to the publicly posted rfp or would I be violating the non-solicitation portion of my agreement? I have not been in contact with this client since my agreement was terminated. I just thought since it was a public rfp request that I would be allowed to respond.
