Do you accrue fmla time like you would vacation or sick time? Or is it 12 weeks available at once?

I have been on fmla due to my son having leukemia for a year now. I went over the 12 weeks allotted the first year. Now the second year was supposed to start over on November 11th which is my hire date I was told. I have been told that you don't get 12 weeks all at once that you accrue it because it is a rolling calendar so having used 5 days of the fmla since november 11th my work is saying I have no fmla time to use since it is accrued that I exalted all. I am in jeopardy of being fired for taking care of my son. They told me I had only 3 hours for the month of December. I am very confused and scared.
