Do all bushiness in Co have to provide unemployment insurance?

My husband was temporarily furloughed his employer told him he should "try" to get unemployment while they are closed down due to Cov-19 that was almost 6 weeks ago. Employer is stating that he has not heard from Unemployment ? We are still in limbo we have not received a payment, it states its exhausted .My husband has not filed unemployment in over 20 years but has worked consistently. the last employer he has been with for over 8 years. My employer has me listed as Part time even though I have been working 40 hours a week for quite a while.
