Covid work from home forced to return

I have been Working from home since roughly March now my employer is asking me to come back in to the office without being vaccinated. I’ve been working from home due to severe asthma because I’m at higher risk. I have complied with request to submit dr note monthly, now they said that they’ll determine if I can continue to work from home or if I have to go on an unpaid leave until I can get fully vaccinated because the county evaluated that they need us in office. We have collectively all been more productive from home and I’ve provided all my own equipment except phone. All other county’s for my position are still working from home, can they do that?
