Can you sue for harassment from my employer while I'm still employed?

I've taken my boss to HR twice in the past 2 years. However, she continues to be nasty to me. Recent act of retaliation was that she told me I was getting a raise at work and when I got me evaluation I never got it. Instead me moved up an employee that has only been with the company 1 year and gave her the promotion. I've been with the company 13 years and she just by passed me without even offering me the promotion. After this act of retaliation I told her that she had done this in retaliation and discrimination. I'm a Hispanic women. My boss which is white after I made this comment she took me straight to HR. An investigation is taking place. But they have always sided with her because she is the boss. Other persons have taken her to HR also but nothing is ever done to her. Can I sue for emotional distress while I still employed? I live in Nevada
