Can my former employer withhold severance and force to sign a contract after the fact?

I was told I would be given 2 weeks severance pay provided I did not talk bad about the company which I did not. Then two weeks later she sent me a email saying that I would have to sign a contract with all these additional conditions which I refused to sign. Now she won't pay severance she intially promised because she said I didn't sign the contract. Can I file in small claims court for the amount plus interest and court fees? Thanks!
