Can my employer refuse my return to work from FMLA Leave when I provide certification to return?

I was required to take FMLA Leave due to an alcohol addiction issue. I have returned to treatment and as of 3/19/2020 was certified to return to my full duties at work by my treatment counselor. Can my employer require me to remain off for the initial requirement of 4 weeks which would end 4/8/2020 even though I am medically fit to return to work?
