Can my boss not pay me all the vacation time my paystub shows I've earned upon me quitting with a 2

I gave my employer a 2 week notice. I have 40 hrs of vacation available on my paystub. It was given to me 4 mths ago when I hit my 3rd year of employment. My boss is now telling me that I won't get those 40 hrs and it will be whatever I would have accumulated which he will calculate. We don't have employee handbooks and have never been told of accumulating vacation hours. He only has 4 employees. But since my check stub says 40 hrs of vacation available he can't switch to whatever I've accrued, right? Last year i used my 1 week vacation in the middle of that year of employment, since I had 40 hrs available on my paystub at the start of that year.
