Can employer revoke FMLA for change of doctor (not change of condition)?

On FMLA since 7/3/2019 for torn meniscus. Changed doctors because last doctor would not perform surgery without a nerve block for my back. New doctor will perform surgery on 9/17/2019. Employer says I need to start the FMLA eligibility process again. Does this mean I'm no longer protected by FMLA? What about past FMLA unpaid time off I've already taken? Is this correct?
