Can an exempt management employee refuse to use a time clock if rest of exempt employes do?

Our company just changed to having salaried employees use time clocks as a means of recordkeeping per FLSA. The owners tired of being asked to review written timecards each pay period because they didn't know employees' schedules. Time clock is a simplified way to track. We will still follow our written PTO policy and do not plan on using it as disciplinary information. Basically they get paid their salary as normal but we have a different record kept. We have 1 person refusing to use the time clock and saying we cannot make them use a time clock as part of management. I thought we had to treat everyone the same. Are they correct?
