Can an employer force you to punch out for a break even though you can't leave the premises.

I work for a major retailer who has instituted a new policy that if a store manager works more than 5 hours in a shift they are required to take a 30 minute break. The problem is that if there is not another manager on duty at the same time it is impossible for the manager to take the 30 minute break due to having to be responsible for and available to the customers and staff. If we don't take what amounts to being unpaid for 30 minutes of our work day, we will be reprimanded. Is this legal. Can my employer require me to stay on the premises without paying me.
