Can an employee be fired when waiting for a doctor’s signature on FMLA paperwork?

My sister has worked for a company for 22 years and has great evaluations up until medical problems started. She has been trying to get a diagnosis but there have been many tests and more yet to come without any answers thus far. She recently got FMLA paperwork so she could go on medical leave but the doctors won’t sign off until they get a diagnosis and one test they were waiting on was done two months ago and just got finished. Unfortunately, she got fired the day before she was to pick up the results. Can an employer fire someone that has FMLA paperwork out and is trying to get a doctor to sign them?
