Can a company take away EARNED paid sick time?

My mom has accrued over 500 hours of paid sick leave. A little while ago the company she works for decided that they were no longer allowing employees to acquire paid sick leave, but could 'bank' the hours that they had earned up to that point. Recently, the company revises it's sick leave policy, yet again, and told all employees with banked sick leave that they had to cash out and would receive 30% of their paid sick time. Keep in mind that the sick time was earned, x amount of sick time earned for x amount of hours worked. So after all that time she worked to earn her 500+ hours (which would amount to somewhere around $10,000) they are now telling her she is only allowed to keep 30% of it. I can't see any way that this could possibly be legal??
