Can I file a lawsuit if I feel I have been passed over for promotion due to my disability?

I am a contractor in Kuwait working with a defense contractor
I am seeking advice as to whether what I am experiencing is favoritism or discrimination
I feel I have been passed over for promotion because of my disabilities.
I joined the company 8 years ago.I am currently the OM. During my tenure have been numerous positions created and filled. I had surgery performed that left me disabled. The following positions I am told are the same pay level. HRM, LM, SMG, FM, OM
In 2006 / 2007 the following positions were created.
DOT,LMT,DDOS,DDOT, DOP, IMO, Cm
All these positions are at a higher pay rate than the OM
During the last 3 years several of these positions were filled by various people, there were no announcement that these positions were open, nor was there a mechanism in place for an employee to submit for consideration for these positions.
I feel I should have been considered for some of these positions. I was never counseled on why I was not selected. I have had at least 2 ratings that have indicated I have the potential to be promoted.

Some of the personnel have been promoted 3 times IE: Mr. JF Mr. DG.
Here is a list of promotions that occurred where I was not counseled on why I was not selected or considered.
Apr 2007 Mr. JJ for the RSOI position
Mr. SM selected for the RSOI position
May 2008 Mr JF was promoted to DDOS
May 2008 Mr DG was promoted to FM
June 08 Mr RS was promoted to RSOI then in Aug 08 he was prompted to a new created position DDOT
Jun 08 Mr BB asthe LMT
Dec 08 Mr RF selected to take the position of LMT, Mr BB moved to LNO.
Feb 09 Mr BB became the LMT and Mr RF the DDOT.
July 09 Announced Mr. APreizer would be leaving. Mr RF would move to the DOT position,
Mr JF would be moving to DOP position and Mr. DG would move to the DDOS position.
