Can I be denied Severance if I accepted to evaluate relocation but decided I cannot relocate?

My company moved their office and offered relocation to all employees in 2015. Employees either agreed to relocate or separated from the company and were offered a severance package.
Later in 2016 the company revised the letters and offered employees the ability to work remotely from home if they decided not to relocate. I was provided a relocation letter requiring me to relocate by July 31, 2016 or separate from the company with a severance.
I originally accepted the offer to evaluate the relocation in Dec 2015. From Dec 2015 to June 2016 I temporarily evaluated the new location and based on evaluation I decided to not relocate.
The company has not provided me the option to work remotely as my position requires me to work locally in the new office.
Since my relocation date has past and I have communicated to HR that I do not intent to relocate, does that mean my separation and severance is still valid?

With the relocation, my team is being merged into another organization and my position is no longer going to be available. I have been provided this information via my manager. However there has been no official notification about my position being eliminated and any alternate position being offered to me. The job position that my manager has identified for me in the new location is different from my existing role. How do I approach this topic with HR?

Since I am not relocating I would like to separate from the company with a severance package.
