Basis for investigation

The last question i would have is a department aloud to conduct a criminal investigation outside of the area they have jurisdiction in? Also during this process the obtained my cell phone records. My union rep and I are trying to clarify if they overstepped their authority.

I believe that this is a follow-up to an earlier question, and I can only reiterate that most good answers will be driven by a combination of law and fact. The issues you mention could bring some additional areas to look at and one of the first pieces of advice would be to grieve any issues.
