Neil graduated summa cum laude with a bachelor's of business administration in accounting from Kent State University in 1983. Kent State University honored Neil that years as its Outstanding Senior of the Year. Neil lends his employment law expertise to Hudson, Ohio, between Akron and Cleveland, where he lives. Neil is the Chair of the Personnel Advisory & Appeals Board (i.e., Civil Service Commission). In 1998 Neil served as Finance Chair for the Hudson Local Schools' ballot levy and in 1993 co-chaired the successful merger of the Village of Hudson and Hudson Township.
