What should I be mindful of before I sign any agreement? Any legal recourse on the “random” tests?

I was informed by my coworker that I am being laid off next week in a massive layoff. After questioning the CEO, she informed me that I will be offered a severance of 9 weeks pay, 1 week per year of service and will need to sign some form on Thursday. I am a little perplexed by these layoffs as they are simultaneously hiring/onboarding new employees. Also on 11/18 & 5/ 19 my three person department was “randomly” selected to be drug tested. There is and never has been a testing policy. They claimed it was required by DOT; however we do not drive commercial vehicles and have regular class D licenses.
